I bought my flat from the council I have the only entrance to the loft through my flat I was never told before buying it that it wasn't mine the previous tenant floored the loft moved beams without permission but I did get it done up and there are two velux windows all done in 2010 before I bought it in 2012 now I'm selling my solicitor says I don't own the I'm lost as what to do the council own property downstairs only 2 of us in the building I want to sell and have an offer, why did council sell me it like this and only verbally said I can only use loft as floored loft not a room which I never planned to use as a room.

I do not know why the council sold it to you without the loft; perhaps it was because they viewed it as part of the structure for which the freeholder is responsible for maintenance, if that is the case. You could try asking the legal department at the council - ideally the person who acted on the original sale if he/she is still there. Not that I imagine why a historic reason as to sale would make much difference to your current circumstances.
