    I am buying a house and have been told that the leasehold has a right to buy clause in it. Will this prevent me from buying. The previous owner is deceased and her children are selling it.

    If you mean that the property was a former council property sold under the right to buy scheme then, if the council sold it after 2004 there will be a provision requiring the sellers to offer to sell it back to the council and to wait for the council's decision (they have up to 8 weeks to decide) before selling to you. If the council don't want to buy it, and they rarely do, you should be ok to buy.
