• Scaled Access Way Shown On A TP1

    I have purchased a plot of land (bottom of previous owners garden) with an easement clearly marked and hashed on a TP1 form. The landowner who sold me the land is now saying that he will only provide me with a reduced width strip of this land as a road within the marked access way. He has fenced off a strip of the hashed access way to extend the width of his garden. Can he legally do this when the extent of the access way is clearly marked on a scaled drawing in the TP1?
