    I have 'Title Absolute' on my property;In the 'charges' section it states that a bank is the "Proprietor'.My mortgage is long settled (A decade)so why does the bank still have 'Proprietor' against the property?

    I have not seen your register but it sounds like the bank charge is still on there. It does happen that banks forget to take it off. You should contact your bank to remove their charge from your property register if it is settled.
