    The central heating system was declared to be in good working order but it did not deliver hot water. The completion certificate was not supplied neither was the instruction manual for the boiler.

    It's difficult. You would first have to prove that the seller actually knew it was broken (he could argue it must have happened on the day of completion). Then there is the question of how much your claim is worth. Claims under a certain limit have to be settled in the small claims court. I think that limit is £5000. If it is dealt with in small claims court then you can't recover your costs from the seller even if you win so you have to weigh the value of the repairs against the legal bill. There is no reason you cannot make an initial contact with the seller though. He may be willing to pay for a repair.
