    Can a house be rented out if the ground and first floor extensions don’t have building regulation certificates?
    Planning permission was granted and work was undertaken 15 years ago

    Yes - tenant is unlikely to enquire if it is a short-term AST. For a long lease the tenant's lawyer might ask for an indemnity policy. As the work was carried out long ago, enforcement risk is usually negligible.
