    We bought a small hotel and changed it to a family home with a planning application which was approved 7+ years ago. Were not told by architects needed building regs and the council made us put in plans for a building regs regularisation application 7 years ago which is open ended and not time limited. Have upgraded as far as we can. Now trying to sell, can we take out an indemnity policy for lack of a completion cert. Regularisation is on the house not on the owners or future owners. Council realised the restrictions of Part L of building regs could not fully apply as it is an old house in a conservation area. As it is only change of use does it come under 4 year rule or 10 year rule that I keep reading about even though we are not time limited.
