    can a solicitor refuse to deal with an unqualified person who is acting for himself?

    No solicitor is obliged to accept any particular instruction so yes if he sees fit he can say he isn't prepared to act. It would then be up to his client to decide whether to insist that you instruct a lawyer or to instruct another lawyer himself that will deal with you.
